Social protection share
The Rwanda social security system comprises three branches administered by the Rwanda Social Security Board (RSSB):
The first two are mandatory, while the last is optional.
After registration with the Rwanda Development Board (RDB), a RSSB employer registration number is automatically attributed. There is no need for an employer registered with RDB to register again with RSSB.
The law requires the employer to register their employees with RSSB within the first 8 days of work for pension scheme and occupational hazards, whether they are permanent or temporary staff.
Contributions related to occupational hazards (2% of gross salary exclusive of transport allowance) are at the expense of the employer while contributions to the pension scheme (6% of gross salary exclusive of transport allowance) are equally shared between the employee and the employer. The employer must pay social security contributions on the behalf of its employees on a quarterly basis.
Voluntary registration is relevant to the following two categories:
Registering employees for medical scheme with RSSB is only mandatory for public institutions. Private sector employers may choose to register their employees with RSSB or any other private insurance company for health insurance.
